Virgin Plus (formerly Virgin Mobile) is a great value cell phone provider for Canadian customers. It runs as an MVNO (mobile virtual network operator) on Bell’s towers.

We've been studying the cell phone industry for nearly two decades and, in that time, we've learned how to spot a great deal. Our favourite from Virgin Plus is its $44 Plan, thanks to its solid data allowance, cell phone selection, and cheap pricing.

If you're looking for more data, we love the value of their $54 Plan. If you're on a tight budget, we recommend the $29 plan, which offers cheap data and basic connectivity.

Read on to find the best Virgin Plus cell phone plans right now.

How we picked the best Virgin Plus plans

  • Price & value
We ensured you’re getting the most bang for your buck without sacrificing on the essentials to keep you connected.
  • High-speed data
We looked at whether the amount of guaranteed “premium” data was reasonable for the plan price and flagged if you’re being overcharged for data you likely don’t need.
  • Coverage & network reliability
We evaluated Virgin's nationwide 4G LTE and 5G coverage to predict your service quality (no dropped calls allowed!).
  • Plan extras and perks
If you get free Netflix or a hefty hotspot, we factored those in relative to the cost of the plan.

Best Overall Virgin Plus
Cell Phone Plan

Virgin Plus
5 out of 5 overall

20GB Data and Unlimited Minutes | $44/month

  • Pros: Cheap data, unlimited talk and text, Virgin Plus Member Benefits
  • Cons: No 5G

We love this plan's affordable monthly price and the hefty chunk of 4G LTE data. The average Canadian uses 6GB of data per month, which means this plan will have you covered, even if you're above average. You also get unlimited international texting, unlimited Canada-wide calling, and Virgin Plus' Member Benefits. These Member Benefits include discounts on food, fashion, entertainment, and more. There are even contests to enter for a chance to win great prizes.

One downside of this plan is smartphone financing. While the plan allows you to buy some phones (including the iPhone SE and the Google Pixel 8a) outright, it offers a limited selection of phones you can finance. We recommend BYOD to save the most money.

Best Premium Virgin Plus
Cell Phone Plan

Virgin Plus
4.5 out of 5 overall

60GB Data and Unlimited Minutes | $54/month

  • Pros: Lots of data, unique discounts, financing for new devices
  • Cons: No 5G

This plan is for users looking for more data for just a little more money. Virgin Plus uses the same cell towers as Bell, so you can expect great coverage, though this plan tops out with 4G speeds. While we wish it offered 5G connectivity, we still like the plan overall: 60GB is 10 times what the average Canadian uses, meaning you're unlikely to exceed your monthly limit, even if you're someone who uses your phone to stream video or play games.

This plan also offers the same Virgin Plus Member Benefits, so you'll get a solid cell phone plan and discounts on entertainment, dining, and more.

Best CHEAP Virgin Plus
Cell Phone Plan

Virgin Mobile
4.5 out of 5 overall

10GB Data and Unlimited Minutes | $29/month

  • Pros: Great value, unlimited Canada-wide texting and calling
  • Cons: Only available in QC

While we love the data in the above plans, we especially love the savings of Virgin Plus' cheap plans. We used to love Virgin's prepaid plans, but the carrier stopped offering that option to new customers in September 2024. Now, your best bet for a cheap Virgin Plus plan is the $29 10GB Plan, which is ideal. You still get 4G data speeds, unlimited Canada-wide texting, and unlimited Canada-wide calling. Even the Virgin Plus Member Benefits are included with this plan.

While we like this plan, it’s not a good fit for anyone who watches videos or uploads photos often. Likewise, if you want to finance a new phone, you should look at a different Virgin Plus plan, as this plan is strictly BYOD.

Methodology: How WhistleOut rates cell phone plans

WhistleOut evaluates phone plans based on the following criteria:

  • Price & value: Not all cheap plans are “bad,” and not all expensive plans are worth it. We look at everything a plan includes and compare it both to other plans from the same carrier, as well as similar plans from competitors in the market, to determine whether the value is consistent with the price.
  • High-speed data: Also called “premium” data, this is how much data you get at full 4G/5G speeds before they can or will slow down. The more guaranteed high-speed data the plan includes, the better experience you’ll generally have—but there’s also usually a limit to how much you actually need, and we ensure that you’re not overpaying for data that will go unused.
  • Coverage & network reliability: The breadth of each carrier’s 4G LTE and 5G networks determines your reception and service. Particularly in the case of 5G, some carriers offer far more robust coverage than others, which affects how their phone plans perform in different parts of the country.
  • Plan extras and perks: In addition to the basics—talk, text, and data—some plans throw in freebies like hotspot allowances, cloud storage, entertainment subscriptions, or service discounts.

Our mobile experts leveraged proprietary data and real-world customer feedback to evaluate the best Virgin Plus plans. We compared the plans by analyzing their coverage, cost, and plan options. We considered plan-specific elements, including perks, premium data allowances, and mobile hotspot allocations. After performing hands-on testing and extensive research, including customer feedback, we picked the plans we feel meet the needs of most people.
