Even premium cell phone service providers like Bell, Telus, and Rogers offer plans for $10 less, although they typically include a lower data cap.
Do Vidéotron cell phone plans work outside Quebec?
Yes, all currently advertised deals are all-inclusive Canada plans letting you use your minutes, texts, and data on Vidéotron's partner networks nationwide without additional charges. Some older, "grandfathered" services may require roaming charges.

Do Fizz Mobile plans have service outside Quebec?
Most plans offered by Fizz Mobile will work outside the province. However, customers who rarely travel can choose a plan with Quebec-only coverage. However, these plans only small savings. If you choose to travel outside Quebec, then roaming charges add up quickly. WhistleOut recommends upgrading to nationwide coverage for about $2 more per month.
Bonus Coverage: Fizz Mobile's primary network reaches parts of Ottawa on the Ontario side of the border, so a Quebec-only coverage plan will continue to work in the nation's capital.
Can I get a Quebec cell phone plan in Ontario (or elsewhere in Canada)?
Only residents of Quebec may subscribe on plans exclusive to the province. Videotron and Fizz customers must live within the coverage area of Videotron's primary network.
Consumers who move to another province may keep the plan (and price) if they keep the same phone number. So long as you have a home or business address within Quebec, you may be able to sign up to one of these low-cost plans.
There are ways to legitimately circumvent the rules. It's possible to share a family plan with a friend or family member who lives there and use their mailing address.
More shady methods may work, too, including the use of a forwarding address or paying for someone to do a virtual "move" to Quebec. WhistleOut Canada doesn't recommend these methods, as they may be in violation of your contract and you could lose access to your phone service without warning.
How to unlock your phone in Quebec
Most of the best plans throughout Canada require you to bring your own phone (BYOP). Cell phones were once 'locked' to a single carrier—meaning you couldn't use locked phones with other wireless providers. This made changing companies very expensive as you would need to buy a new cell phone, or pay at least $50 to have it "unlocked."
Changes made by the CRTC require that all new cell phones sold in Canada must be unlocked. Old phones may still be locked to your carrier, but you now have the right to ask for your cell phone to be unlocked for free.
Not all phone technologies are compatible with all wireless providers, so check first by contacting your new cell phone carrier and confirm that your device will work properly. Once that's been confirmed and that it's been unlocked, you can move your phone plan to wherever you find the best deal. You even get to keep your existing phone number.
